I apologize for your customer experience. It sounds like your activation was handled very poorly - complain to BOTH the Best Buy you purchased the phone at (they spelled your name wrong, put you in for the wrong plan, didn't credit your return, etc) AND to Cingular customer care (this Best Buy set you up for disappointment, you did not get one call resolution, etc.)
Be prepared to fax in your return receipt from Best Buy, and a copy ...

So, ATTWS is ending the Charter plans with contract end, just like they said they would when they sold them.
Cingular has a tradition of keeping old plans going for the customers who stay on them, even if they have not been offered in years. No AMPS capability from Cingular GSM phones.
I have seen the "emergency calls only" message when the tower is not recognizing the validity of the phone. It sounds to me like you are using a non-Cingular tower (thus the "Extend") and that it doesn't think you have an active account that it should care about.
Resetting SIM card sounds reasonable (but it didn't work). Rebooting the phone sounds reasonable (but it didn't work),
I also recommend the taking-out-battery-while-phone-is-on thing ...

Either the website or Telesales might be able to handle that.
Cingular stores only have access to area codes in their region, so a Wisconsin store would have no access to Atlanta numbers.

Solid medium-strength signal. Stripe of "Low" to the west, blob of "High" to the east. Couple of minor holes in town, but nothing within a mile or two of the house.
I would not expect any service problems near this address, no matter which phone he chose. (Well, which GSM phone -- there is no TDMA service there.)

Please note that this will only change if you are a GSM Prepaid customer.
TDMA Prepaid Customers will have to establish a new account (at the moment). Eventually, customers will be able to convert their accounts from TDMA to GSM, but that is not yet available.

It's a feature that would annoy a lot of people. Fortunately, it does not exist. I suspect you were sold a bill of goods, along with your phone.
If you paid money for this feature, and have something in writing stating it exists, you may have grounds for a court case.

I can't see that, phonepimp. Unless the phones are trading text messages directly, (unlikely even without the international element) it would all be handled through carrier-to-carrier transmission.

Well, the easiest way it to stay close to your carrier's towers, but that isn't always practical.
Your carrier might also have an option to remove roaming from your plan. This would leave you with no service in the areas you've been roaming in, but would prevent all those nasty charges.

Well, I suspect that we'll at least implement separate pricing for international text messages. Currently they are $.20, but use the same slots as all the $.10 text messages in your normal package.
I suspect other changes would be equally undramatic.

We'll be selling. The recent deal with T-Mobile is just the start.
FCC approval will certainly require that we sell more. Just as well -- unused spectrum is an expensive commodity. I can't see us wanting too much more in most markets with double-coverage.
