For customers that ported in a number to activate the Sprint account, use the date the port was completed as the start point.
please if you find something that says otherwise, let me know the m&p number cause i would gladly love to help several customers in the past that have gotten charged the etf.

Process to follow when a customer or prospect inquires about porting out or transferring a Personal Telephone Number (PTN).
Specialists: All
Customers: All Customers, all Channels
Effective Date: 11/24/03; updated 2/21/08
Details:
Porting-out refers to the process of porting a number away from one service provider to port it in to another service provider.
For example, when someone ports a number from Verizon to Sprint, their number is ported out from Verizon and ported in to Sprint.
Current Sprint customers may call about porting out their number from Sprint to another service provider.
Account Services is responsible for assisting pre-merger Nextel and Boost Mobile customers who want to port out their numbers to another service provider.
Customers who are currently with other service providers may call about how to port in their numbers to Sprint.
Telesales is responsible for assisting callers who would like to become Sprint customers.
This also includes callers porting from Boost who have passed a Migration Eligibility Check (MEC) and have equipment in hand.
Callers porting from Boost that have passed an MEC but do not have equipment in hand are referred to a local in-person retail channel for assistance.
Billing Account Numbers (BAN) in an Active, Suspended or Hotlined status are allowed to port out from Sprint.
Only BANs that are in a Cancelled status cannot port out.
Actions:
Probe caller to determine the nature of their port-out request.
If caller is a Sprint customer who wants to port their number from iDEN network to CDMA:
Perform the Network Change process.
See Perform a Network Change (CSM).
If caller is a Sprint customer who wants to port their number from CDMA network to iDEN:
If currently in the P2K billing system:
See Port-In for a New Sub Activation (CSM).
If currently in the CSM billing system, perform the Network Change process.
See Perform a Network Change (CSM).
If caller wants to port out their Sprint number to another service provider (not Sprint) or they are following up on a request, perform one of the following.
If no port out request exists:
Transfer to Account Services.
Refer to the Sprint Phonebook.
For instructions on using the Sprint Phonebook, see: Instructions for Sprint Phonebook.
If a port out request already exists:
Transfer to NPC (WLNP).
Refer to the Sprint Phonebook.
For instructions on using the Sprint Phonebook, see: Instructions for Sprint Phonebook.
If customer asks about charges incurred after port-out request has been completed:
Inform customer they are responsible for their Monthly Recurring Charge (MRC) and charges through the end of their bill cycle.
Per Sprint’s Terms & Conditions: If Services are terminated before the end of a customer’s invoicing cycle, Sprint does not prorate charges to the date of termination and the customer does not receive a credit or refund for any unused Services.
