I would like to clarify a common misconception that the FAA has a ban on portable electronic devices including cell phones. This is not true. As far as the FAA is concerned they leave it up to the flight's operator. The FCC has rules concerning in flight cellphone se, but the FAA doesn't have such a position. Here is a paste of section 91.21 within title 14 of the federal code of regulations (FAA Laws): Sec. 91.21 - Portable electronic devices. (a) Except as provided in paragraph (b) of this section, no person may operate, nor may any operator or pilot in command of an aircraft allow the operation of, any portable electronic device on any of the following U.S.-registered civil aircraft: (1) Aircraft operated by a holder of an air carrier operating certificate or an operating certificate; or (2) Any other aircraft while it is operated under IFR. (b) Paragraph (a) of this section does not apply to -- (1) Portable voice recorders; (2) Hearing aids; (3) Heart pacemakers; (4) Electric shavers; or (5) Any other portable electronic device that the operator of the aircraft has determined will not cause interference with the navigation or communication system of the aircraft on which it is to be used. (c) In the case of an aircraft operated by a holder of an air carrier operating certificate or an operating certificate, the determination required by paragraph (b)(5) of this section shall be made by that operator of the aircraft on which the particular device is to be used. In the case of other aircraft, the determination may be made by the pilot in command or other operator of the aircraft. Note number five under paragraph b which basically states it is ultimately up to the pilot in command (or the airline in the case of a commercial passenger flight) to say if any electronic device can be used or not. (And of course provided they are adhering to all other laws including any FCC laws pertaining to electronic devices.) So the FAA could explicitly state that cellphones are okay which is now left up to the operator. But that doesn't give you the authority to break another, FCC law. From my experience as a pilot I can tell you that I have experienced interference between a cellular phone and communications equipment on the plane. A person sitting directly behind me started talking on their phone and at the same time my radio reception became very weak. Once they were off the phone the radio started working properly again. Coincidence? Faulty wiring? Maybe, but I doubt it. My experience is in smaller aircraft, not large airliners so I concede that having a phone on fifty feet from the ****pit might be different than having one on directly in the ****pit.
