How to use the bluetooth transfer file from PC to V3m

I can't move any file from PC to my v3m through bluetooth even I use the Motorola Phone Tools 4.0, but I can syncronize my phone book through my computer...I don't know what's the problem?? somebody has the same problem as mine?
