Only if you are in a CDMA market - so usually "no". However, there are a few overseas markets that use CDMA -but most are GSM.

Check Verizon's website for a list of countries. Before using it, you must call customer service and have international dialing added to your phone. It's a one time thing and a software item added on their end. I have used my VZW phone in Mexico for several years and will be using it in Peru this summer.
