No, you cannot put videos on the external screen, only the main screen. However, I have not found any way to make a video which will fill the screen (to replace the On/Off animations), because any odd-sized .3g2 file is listed as an invalid format on the phone.
Also, the background size for the main (big) screen is not the same as the small screen. It took some trial and error, but I have found that the main LCD of the Samsung SCH-a950 requires 176x185 wallpaper, perfect fit.
