is VZW's UI have the ability to change the theme of the phone (like the menu bars can change colors?) like motorola's UI for the GSM V3?

No you can't change the colors on this phone,maybe with a hack but I am not sure. The only phone you can do that with is the 8300.

yes you can change the menus inside colors under themes but the homescreen stays red with verizon UI
