Treo 700 data plans and getting on the Web

I am looking at the cost for data plans to use the 700 to access the web using Verizon. Am I correct that the least expensive plan to give one access to the Web (and use the phone) on the Treo 700 is Verizon's $79 per month plan?

Is purchasing this plan the only way to get email on the Treo 700? According to the Verizon salesman, using wifi to access another network provider will be blocked on the 700, is that true? So, I could not take this phone and a wifi card to a Starbucks and access Sprint's hotspot? Or any other hotspot for that matter.

What I really wanted to do was to stream live radio, but it seems that will require the $79 plan, is that right?

Does that seem a bit high to anyone but me?
