I have an answer only to question #2 so far: The file format is the same one that the phone records videos as: .3g2 There are some programs on the web that you can download that convert any file format into those. I use a program made by Xilisoft. It had a small price tag, but it was worth it. I was able to convert a large batch of mpeg's, avi's, etc. all at once, and now watch full length movies and TV shows on my a950 (converted files are very small by the way).
Of course, some resolution is lost between computer and phone, but to be able to watch my choice of 7 or 8 full movies (limited only by TransFlash card size) anytime, anywhere?! I think I can handle it.

The actual Samsung SCH-a950 wallpaper resolution:

After some trial and error, I found that it is 176x185 pixels for the main screen and 160x120 for the front screen. You can make them larger as long as they are the same proportions, but those are the exact fits.

I haven't tried, but it probably looks better at these sizes than if the phone has to resize them.

Happy wallpapering

Also, so far as the ringtone file format for the Samsung SCH-a950:

The easiest way to get ringtones on your phone is to put .mid (MIDI) files on your transflash. As you may already know, midi's are almost always free and there are tons of them on the internet.

Once you have the tones on the card, put it in the phone, go to Settings & Tools -> System -> Manage Memory -> Card Memory -> My Sounds -> Options -> Move. You can select any audio files you want to move to the phone.

The phone also uses .qcp files. From what I've seen, any standard mp3 converted into a .qcp is pretty awful. If you would like to try it, just search for a program to convert the formats.
