OEM unlocked vs. carrier unlocked

I recently stumbled upon celluloco.com's explanation of why you should only buy an OEM factory unlocked phone as opposed to buying a phone from your local ATT store and then having it unlocked. The site claims that these phones are never truly unlocked, and they will not really work outside of your original service provider. The link is below:

Does anyone have evidence on the contrary? Is celluloco just trying to get you to buy their phones at a higher price?

Actually if you read closer, it doesn't state that it won't work with a different service provider. It says the voice functions will work, but not the data. I can't really say wether that's true or not, but I can say the phone will work with other providers. If you use SMS or MMS or WAP frequently, you might want to look into this further.

any suggestions on where to find that information about the data functions working or not after unlocking a phone?

any help would be appreciated.
