another quesion about EVDO
Ok if you decide not to pay the $15/month, but to pay just the $4.99 for the web is this web at EVDO spead or just the 1xrt speed it used to be. As I said I live in brooklyn, ny and have not noticed the difference in speed using the mobileweb with evdo as opposed to how it was before. How about everyone else?

This is incorrect. If you do not pay for V-Cast, you will access the mobile web at 1xRTT speeds. If you have V-Cast, you will connect to the mobile web at EVDO speeds.

Yes, that is exactly what it does. I live in an area that is right on the border of EVDO, and I am constantly switching back and forth between EVDO and 1xRTT.
The only difference is that if you access the mobile web through EVDO, it does not use airtime. If you switch to RTT during your session, it will begin to use airtime.
Summary:
EVDO Mobile Web = No Airtime Used
RTT Mobile Web = Airtime Used
Phone will Automatically switch between the 2 services as needed to maintain a connection.
