Windows 9 was Windows 8.1, which was such a huge update that it basically amounted to a new operating system.
But software numbers rarely make sense. Look at Mac OS. OS 9 was released in 1999, and then OS X was released in 2001, and since then, there have been 11 updates, and it is still called 'OS X'. When do we get OS 11?
