What we consider an OS / Platform is a complete OS and standardized platform that developers can write native software for, with deep access to the OS and hardware. Windows Mobile and most Symbian-based platforms meet that requirement. The native applications are often written is C++ and similar languages.
Such platforms are also available for multiple manufacturers to license and use on their devices.
That's very different from a device that can only run Java applications, like a BlackBerry. Sure, RIM has a standardized JVM environment with certain JSRs, but that's no different than regular phones from any other manufacturer.
