RICH- Phone Review Question
So this questions is directed towards rich, since he created this site. I recently did 3 phone reviews & wanted to know:
Who decides how "Helpful" a review is? I do not see a rating system.

The rating system is right below each review, where it says:
"Please rate this review: Not Helpful ------ Very Helpful"
"Please rate this review: Not Helpful ------ Very Helpful"

I dont see that at all. I remember that I USED to see it, but it is gone for me now. I know that some things dont appear when you are logged out. Could this be related to the same issue?

Yes, this is related to the login errors. So i was in the reviews & i logged out, then i logged back in. THe Helpful____Not Helpful appeared.

If you are logged in, you should see it for any review you haven't rated yet.
You should also see it if the site remembers your username. So if you see "welcome back ..." on the left, you should still be able to rate reviews, even if you're not logged in.
Whether the site remembers your username is cookie/browser issue, unrelated to the current server issues causing login problems.
