Can anybody explain to me WHY carriers have anything to do with upgrading a device they didn't make to new versions of sotware that the carrier also didn't make?

How updating software SHOULD work is either over the air from the software vendors website, or by hooking a smartphone up to a pc and downloading the new software through a usb cable.
