In a nutshell it means web pages will load faster on your mobile phone, apps will load faster, downloads will go faster, basically, anything that depends on a larger amount of data being downloaded to your phone will happen faster.

Problem is that T-Mobile doesn't use 1900 for 3G. They don't have enough 1900 spectrum to launch 3G in that band. Why do you think they did heavy bidding for AWS? That's where their 3G service will be. And as far as the iPhone for Europe isn't 100% compatible with the the US. Europe's 3G (2100 band as it's called)is paired with 2100 downlink & 1900 for uplink (the band we already use for PCS). The US already uses 1900 for PCS, and couldn't be paired with the 2100 band, and instead it was paired with the 1700 band for the uplink, and referred to as the 1700 band, or AWS. So either way, an iPhone would only be good for EDGE on T-Mobile at this time.

I think he already knows the info about T-Mo not having enough 1900MHz spectrum for 3G. He was just saying that by then the iphone 3G should be unlocked, and he would be able to buy it, even if its just for EDGE browsing. It looks better than the original iphone.
