Will you be able to purchase a Iphone through VZW if you are currently a customer but you are not able for an upgrade?

On the originally linked post, the question at the bottom deals with pricing. Full retail means no discounted pricing. This would put the two iPhone models at $649.99 for 16GB or $749.99 for the 32GB model, full retail.
