They haven't even rolled out the original Wi-Max Service Nationwide yet....

Does that mean that cities like Philadelphia are all ready out dated?

That just means devices that can access WiMax 2 can still access WiMax 1 networks. It doesn't mean WiMax 1 networks that have already been deployed will be capable of achieving WiMax 2 speeds.

Most likely Sprint/Clear will continue with WiMax 1 deployments and then go back and upgrade at some later date.

I cant believe that this isnt being more discussed about - thats like 15x's faster than current Wimax.!!!!!!!!!!!
