Well considering you have to be 18 to get a cell phone, its targeted at the youth. Also a good target is tourists who only want a cell phone for maybe the 2 or so months they are going to be here. And also elderly people who don't use the phone often.

I wouldn't necessarily that because you have to be 18 that it is targeted at youth. You have to be 18 to take out a prime equity line of credit against your home, but I for some reason I don't think the banks are mainly targeting 18 and 19 years olds for this type of service.
