The only Verizon phones ever with any kind of GSM functionality have been full world phones. There's no other reason for it.
Those particular bands are there for roaming elsewhere in the Americas. Which does make it a world phone. Verizon certainly doesn't care about roaming with AT&T; they don't have such roaming agreements and won't any time soon.
The FCC docs only tell us about the U.S. bands, since that's all the FCC cares about. But the phone will almost certainly support European bands as well, like all Verizon world phones.
