To answer your first question, when I say "we" I mean my company (Virtual Office) because we are authorized agents for all of the major nationwide carriers. I am the President of the company, but am very hands on and involved with the day-to-day changes in technologies and devices.
As far as the carriers offering Windows Mobile 2003 software, Verizon and T-Mobile seems to be stepping up to the plate, but AT&T is dragging their feet on this one. ...

Being that we work with all of the carriers, I know that Verizon works very well. As far as Samsung Pocket PC's, my experience with them have been great. I personally use the T-Mobile Pocket PC which works great, but one of the reasons I like T-Mobile for the Pocket PC is because T-Mobile offers an unlimited data plan for $19.99/month when activated with a voice plan. Coverage is also good with T-Mobile (2nd) overall nationwide. ...
Windows Mobile 2003 for Pocket PC Upgrade
Just came back from Las Vegas at the CES show and spoke to several Microsoft guys about the new "exciting" Windows Mobile 2003 Pocket PC OS/Upgrade.
After doing research it turns out that my Siemens SX56 with AT&T Wireless may roll it out soon (1st Quarter 2004), but can't confirm a date yet. T-Mobile allegedly will also release the upgrade soon, but no set date known either.
