I had same issue. You can only access it with the phone closed. The menu option is missing when you access it with it open.
Btw, if you hold down the # key with the phone closed it turns it on and off.
Also, at first I found the keyguard feature to be annoying but have now found it a necessity since my phone was accidentally calling people on speed dial while in my pocket...
