Bluetooth crippled????

I am not fully understanding what this means. Someone who does please explain this. What is OBEX?

OBEX is the transfer protocol used to exchange data between bluetooth devices. It alows for things (called profiles) like file transfer, sync, Object Push, printing, etc between small devices. Since these smaller devices have limited resouces, you can not send standard text routines (like HTML) and have them parse it efficiently so OBEX uses binary code to make it easier. Sinces OBEX have different profiles, Verizon can easily disable any profile it wants from the phone's ability.

I have seen working pics of the OBEX so I am pretty sure that is safe. I do know that the DUN profile will not be activated (which is the way every new BT PDA phone with every carrier is headed).
