Java?

Phone specs seem to typically show "Java" as a "yes or no" feature - as if it will either run Java applications, or it won't.

The feature list on this guy indicates "no", but if phones are like PC's - you ought to be able to just download and install a platform-compatible Java Runtime Environment (JRE), unless the VM on cell phones is somehow embedded - e.g. "firmware".

Does anyone know if devices without factory-enabled Java can be made Java-capable?

You can get a Java run time onto a Pocket PC you just have to find the appropriate Run Time. You can try here http://www.comp.lancs.ac.uk/computing/users/f ittond/ppcjava.html I noticed support for PPC 2002 but did not see any for 2003. Try this site to find the right Java Runtime Environment for you. http://java.sun.com/j2me/ People are running Java on Mobile 2003 devices.
