How do you change the background on the outside screen? If anyone can answer that, I would greatly appreciate it.

You can't. The only changes you can have are when you change your color-scheme on the main screen. The outside screen then changes to a similar color-scheme with some "artwork" you cannot change.

is there a way to use gif file on you v710 and have them move as your walpaper like on the vx8100 or can you only play them as scereen savers

Not sure about being like the vx8100, however you can use images as wallpapers.
Just press Menu,7,2,Wallpaper,Picture
From here you can select images on your phone or you can then press Menu->Switch Storage Device and grab images you've loaded onto your Transflash card.
