He will be able to get it for the 199/299 since he has the current iphone, anyone with that iphone automatically qualifies for the upgrade.

And if he's in good standing, then he can get the discounted price. A friend of mine also has the old iphone but he's not in good standing with AT&T and will have to shell out either 399 or 499. That sucks. So make sure your friend knows that ahead of time.

yeah if you dont have good pay history youll have to pay 399/499 and if you payment history is really bad you might not even be eligible at all!
