Do you know how to delete system files?

Has anyone figured out how to delete system files on the i730? The i730 has background files that use up about 23k per file but they can not be deleted.

When a new computer is launched with XP, the system file directory is initially locked out and the user has to "give permission" to access the system files.

My i730 is continually running low on system memory even though I constantly clean it out and delete unnecessary Internet files. I contacted Samsung about deleting factory installed software and they say it can't be done. My viewpoint is, if it is a PC then it can be done. The problem is figuring out how.
