is the V180 really this bad and what kind of phone should I get to replace it??

My v180 is a ball of static and basically non-functional these days. I use Cingular and live in San Francisco - should I stick with Cingular or is there a better carrier as well as phone to go with? Ijust want to have functional service. Thanks for all and any suggestions!!!
