Well, the easiest way it to stay close to your carrier's towers, but that isn't always practical.

Your carrier might also have an option to remove roaming from your plan. This would leave you with no service in the areas you've been roaming in, but would prevent all those nasty charges.

Alternatively, there might be some indicator on your phone what would let you know when you are roaming, so you could decide each time if the call is worth the money. Again, your carrier should be able to tell you this.
