If a customer tells me they are just looking I respond with: "is there anything in particular you are looking for?"... anything to get them talking, ya know?

I loved when people did that when I used to work at Best Buy. It happened all the time, several times a day.
The best response I found that makes them snap out of it and start talking is this (and I used it, and it worked virtually every time)
Me: How're you doing today?
Cust: I'm just looking.
Me: That's all good and well, but that's not what I asked.
Obviously, you have to say it lightly and with a smile or else you're going to offend them. But it's usually at about that point that they'd look at me with a look of confusion and then realize what I had actually said. You'll be surprised how well it works.
