You mean instead of (or to complement) the Lounge forum?
It's easy to have a Lounge forum, because the forum system is already here. One extra forum is easy. A chat feature, however, is a whole new thing that requires time to implement and maintain. (Yes, I know there are pre-made ones you can drop in... even so, to do that right is work.)
Ultimately, this is a site about phones and we prefer to focus our limited resources on making the phone-related parts better.
