Basically.
There are a lot of gray areas in the full spectrum of devices. This is one of them. Another might be a data card for a laptop that also has a headset jack and voice capabilities.
We focus on "phones". Our basic test for whether something is a "phone" is "can you hold it to your ear and place a phone call?"
