The only way they can enter Chicago is if they can buyout USCC, or possibly Cricket, since Cricket does hold a regional AWS Great Lakes license that covers Chicago. Otherwise, there are no licenses available for Alltel to buy, and both at&t & Verizon won't give up their 800 band licenses, and Verizon won't give up their A & B side upper 700 band licenses either.
