What is an ICM ? Does the ICM list that T-Mobile has a roaming agreement with SLO Cellular , dba Cellular One SLO ( San Luis Obispo ) ?

Yes we still (in some areas) have roaming agreements with Cingular. Where I don't know. btw...an ICM stands for interactive coverage map. The ICM is available under the personal coverage check at tmobile.com under coverage from the homepage.
I don't have a full explanation of UMA but here is what I have heard. I am pretty sure it's pretty accurate.
UMA is a technology that allows a cell phone to connect via a Wi-Fi connection to a base station. This is similar technology if you have a laptop and connect it to a home network (or LAN) wirelessly.
