Because they can.
I'm not trying to be a smart@ss, but that's really all there is to it. They aren't going to do something for free if it causes anyone any work (those people are all paid). I don't think that's an unreasonable price.
How long ago did this happen? If it was recent enough, you may be able to get a credit.

verizon and U.S. Cellular have some killer deals for new customers.. and i know for a fact (since i work for them) that USCC doesn't charge for up to two number changes a year, so if you wanna change your number just cuz you feel like it, you can!!!
As far as the number change goes, it can be done for free for excessive wrong numbers, abusive calls, moving, wrong prefix assigned, things like that. I have never had an instance where a few was charged or at least not credited for the above circumstances.
If you just want to change it you will pay like virtually every other carrier. This is not just Cingular charging this fee.
