How To Find Out About Discount

I can get an 18% discount from Verizon based on my being a retiree from the Diplomatic Corp at the Department of State. I can also get huge discounts on their phones; however, thus far I am not in love with any of their phones.

How can I find out what type of discount (both on plans and phones) - if any - Cingular will give me?

Try to contact the Human Resources dept., or the current HR director, and request the Foundation Account Number or ABI number, if on is available. The Former AT&T Wireless provided discounts to most, if not all, of the US gov. branches. There is a web-validation tool available but I'm sure if applies to you because you are in retired status. I would contact HR first. Otherwise, you can attempt the online tool at: http://www.cingular.com/discounts
It will not be able to be used until tomorrow morning after 9:00am EST.

Also, which phone in the Cingular stable is considered the best for reception, clarity and loudness - I don't care about MP3 - but it must have Bluetooth.
