I don't sell very many no commit phones....I push exception upgrades so those transactions show up on my DSR's.Even though, more $ is made on no commit sales.
I called the rebate team 6 months ago, when I wondered the same question. She had stated as klong as the line had the required data or messaging package, the process it.
