Yeah, that sounds awful! Which speed test are you using? I use the SpeedTest app from XtremeLabs.

Your speeds are definitely below at&t average, but the speed at&t brags about in their commercials is just that - an average speed. Some areas will be below, some will be above.

The broadcast tech used isn't the sole determiner of speed.

Towers have multiple base stations, each capable of handling so much load. As the load rises data services are throttled to prevent instability.

The other factor is backhaul, which like the base stations is shared between multiple users and can reduce speed if not enough bandwidth is available.

When i pulled up the IL zips i saw some sites where additional base stations are scheduled to be added to the towers, some scheduled for december, some scheduled for january some scheduled for feburary....

doesn't sound even close...
I just ran my speed test again...

Edge/2.G: 111 Kbits/sec Down,30 Kbits/sec UP
3G: 2399 Kbits/sec Down,215 Kbits/sec UP
...
