How do they monitor tethering?

So I was reading the ATTWS website about their UTMS and they state:

"If you use your phone to connect to another device or computer via cable, Bluetooth or infrared, you will be charged $0.001 per KB or approximately $1/MB for data sent to or from your phone. You also will be charged $0.001 per KB if you remove the SIM card from your phone and use it to get wireless data service from another device or computer."

How do they monitor this? I've read on other forums that really can't sniff out tethered usage and they mainly look for large file downloads. Anybody out there currently a UTMS subscriber and can shed some light?

i'M A ATT REP/MIGRATION REP,AND THEY CAN TELL AS WHEN YOU ARE TETHERING THEY SEE THE IP ADDRESS YOU ARE TETHERING IT TO ,EVERY DATA DEVIVE HAS AN IP ADDDRESS, LIKE A GSM PHONE, PDA DEVICE,LAPTOP OR HOME PC,WHEN YOU TETHER THE SYSTEM CATCHES BOTH YOUR IP AND THE TETHERED IP, AND IS $.01 PER KB OR $1.24 A MB

But from what i've been told you can get the Wireless internet package all but the unlimited one you can use the included data for tethering. CCNet it can be used for tethering your laptops of PDA's. How ever if you get the 79.99 unlimited Wireless inernet then you much pay the .01/kb if you tether.

if you buy a wireless modem card and data pack then you don't need to tether thats why if you don't you get charged on all data packs the tether rate,

If you get the unlimited data, you aren't charged extra for tethering. You are charged for tethering if you get the unlimited MMODE plan. Unlimited Mmode is different from unlimited data.

Well, at least don't give the customers the Cingular customer service number and tell them it's the number to migrations department. we don't HAVE a migration department number!
