loyatoly credit?

i just received this promotion in the mail called verzion's loyalty credit? if i understand right it says i get fifty off any new phone i might wanna upgrade to, if of course i sign for another 2 years. i have not had a problem with verizon so i would do it.
so do i have this right?
has anyone else heard of this loyalty credit promotion, any info or thoughts on it would be great.

Basically, telesales is offering customers who are eligible for an annual upgrade to get an additional credit off a new phpne with a 2 year contract renewal.
Some customers that have a NE2 credit that they havent used, are getting the mailers with additional bonus offers.
This is being done to prevent customers from porting to other carriers. The fliers I have seen require that they call the 800 number to do the upgrade and they still have to mail in the rebate.
