Lets just assume for the sake of humoring you that USCC and Verizon ARE in talks to merge. It would be against the law for USCC to choose Verizon solely because of a possible merger.
The reason for the data roaming agreement with Verizon is that U.S. Cellular has been using Verizon as a roaming partner on CDMA all along and their national network will provide a better experience than starting with someone like Sprint.
I would recap why I believe that USCC will not be bought out in the very near future, but I fear the wrath of alejandro.

RAZR's were auctioned off as part of USC's United Way campaign to associates and were listed to be shipped in December. The phone is currently under the main testing and should hopefully enter the friendly user trial within the next week or so. From there its usually only about a 3-6 week turnaround before phones are in store.
