Look at Verizon hoarding that AWS spectrum. "AWS spectrum has no announced plans for use." Come on! Use it or lose it! They only bid on it to keep competition out. Instead of the *Bleeping* feds legislating wireless carrier hold the hands of customers too stupid to realize that they are on the wrong plan...THIS is the sort of thing the FCC should be involved in. Future auctions should require carriers to make use of the spectrum or have it revert back to the FCC (at a refund to the carrier in question) to be sold to someone who will use it.

AT&T is just as bad in this respect. They have tons of AWS just like VZW and they're not using it, either. What the chart in that article doesn't explain is actual geography. Verizon got the high bid for the eastern US and AT&T got most of their licenses out west:

For all carriers, there IS a use-it-or-lose-it clause affixed to all spectrum allocations. For AWS, it's about 15 years.
