"Sprint has agreed to provide customer service representatives with information to help respond to questions from customers or potential customers about activating a non-Sprint phone on the Sprint CDMA network."
That's a promise to better train reps on the policy. NOT to change that selfsame policy.

I'm sure you have, but not because Sprint policy allows it. Sprint has more representatives and agents willing to violate that policy than, I think, they're willing to admit.
Sprint said it will share the unlocking code with all current and former subscribers once their phones are deactivated and their bills are paid. The company also will add information about the locking software and how to obtain the unlocking codes in the list of terms and conditions of service given to new customers, and instruct its customer service representatives on how to connect a non-Sprint phone to the Sprint network.

Under the settlement, Sprint Nextel has agreed to disclose the phone lock code to consumers; assist customers with non-Sprint Nextel handsets to activate them on Sprint’s network, where possible, and notify Sprint Nextel direct and indirect retailers of these policies. In addition, Sprint Nextel agreed to provide these benefits not only in California and Florida, but nationwide.
