You can, but you'd have to go to m.youtube.com The regular youtube site would'nt work.

It comes preloaded with a Youtube program.

you won't need the youtube app and be able to play the videos more efficiently.

There is a YouTube application that is already on the device, just not in a place where you usually can find it.
It streams videos just fine.
