Not too shabby, but I have a few questions. It says during an emergency, who will decide what an emergency is? Also, will people be able to use that *272 at any time? It seems like a great idea, but I would like to see some more details.

Its not like that. The phones have predefined priority. so basically if joey has a phone a he's a baker and billy has a phone and he's a cop, Billy would have priority to the tower because he's a cop. this is necessary because of things like 9/11 and 5pm in most major cities. A tower can only hold a limited amount of people, this system just gives priority to the people that need it the most.

Just because he's a cop doesnt automagically give him priority. He needs to apply ahead of time with the NCS. I am sure there are a lot of first responders that havent done this, or probably dont know they have to go through the paperwork.
