Other Carriers...
Where as T-Mobile allows VoLTE calls from one handset to any other handset or carrier. Just dial a number, and that call is routed over VoLTE on T-Mobile's end.

I'm wondering as VoLTE rolls out if carriers are going to levy it only working on their network at first to try to get more subscribers?

Doubtful, since VoLTE enables HD calling, and is a set standard, it has specific codecs and the like. The only thing that one company may do over another is what Verizon is doing with Advanced Calling features, where video calling may be enabled, or something like instant screen sharing, like LG does in their devices called Vue.
VoLTE may not work while ROAMING on another carrier, so in this sense it is not "interoperable" but the implementation is a basic standard, and Verizon saying that one can call only to other VoLTE phones is both right and wrong.
Right in that if you want to use Advanced Calling 1.0 Features, then yes, you can only call another VoLTE AC1.0 device.

My question is VoLTE for Tmobile HD calling or both? It sounds like the route Verizon and AT&T are going right now is VoLTE is where HD voice lives. At the moment, HD voice isn't intercarrier, and thats the only reason two phones on those two would be on VoLTE. Sprint is doing HD voice through the 3G network, and only between Sprint phones capable of providing it to both customers.

T-Mobile enabled HD Voice across its HSPA and HSPA+ networks. In this case, BOTH the calling party and the called party will need an HD Voice compatible device.
Over VoLTE, the HD codec is part of the standard.
HD Voice is not intercarrier compatible however, because Sprint uses a different codec than T-Mobile, AT&T and Verizon. It remains to be seen if Sprint will convert their codecs to the standard other carriers use, especially if they want to ensure LTE and VoLTE roaming.

Well then the problem right now is no one is looking to support inter carrier hd voice. Both T-Mobile and Sprint have it through the 3G networks (or T-Mobiles "4G" network as well as LTE) and Verizon now has HD voice through VoLTE and if they all say it only works when you call within the carrier, then the goal may not be to make the connection between each other.
