Cellular networks should always be in demand, but it's common landline companies that are being hurt by VoIP. The major cellular carriers should be able to pad their bottom lines with the advent of UMA networks that use Bluetooth and Wi-Fi.
I work for a 911 center and VoIP is going to be a problem until all of the providers agree to provide data.
