Is LTE the same across platforms, Verizon, At&t sprint Etc?

Does Verizon have the capability to increase cell site 4g data capacity? I work in a remote area and there is a large number of users that are in the area temporarily. Web service has slowed to a crawl, and I herd Verizon can increase capacity from the NOC.
There are usually about 500 people working off the site and the increase has been double that. Also the next closest sell site is 10 miles away.

signal strength-dropping
As I drive to work, I usually call a friend in Tennessee. I'm in Arizona. Sometimes I have a great signal and all of a sudden the signal gets crummy or I may get dropped. I understand about switching cell sites but I have a question. If my signal to a tower is below a certain threshold I've herd CDMA or 4G will drop me for another caller with a better RSSI. how long can i keep a minute card without activating?
I am in a situation where I may need to travel and do not want to use my regular phone for my out of area assinment(disaster response)
I was thinking of buying a tripple minute phone and stocking up on minute cards until I need them. I have no issue with activating the phone, I just don't want to use all the cards during say one year if I did not need to.
