Not in pure speed terms.

Apps open faster on the iphone than in any other device because they are written in as specific programming language, and they are converted to an very pecific computer language before they are run by the OS.
All this vs the current Dalvik (JIT) runtime environment from Android, that compiles apps before running them, even though high end Android devices often have higher hardware specs when compared to the Iphone, Android devices still lag a little bit when compared to Iphones in terms of pure speed (All this will change in later realeases of Android 4.4 KitKat with it's new ART runtime environment)

Windows phone is better than android at managing physical/virtual memory, and apps are ready to run at the first call because they have been already converted to computer language after being installed. Though, windows phone devices have always used modest mid-range hardware until today, which makes them lag a little bit when compared to Iphones. Not the case of this Lumia phablet. It is blazing fast.
