Double click the home button and the apps shrink to a WebOS style card view. Then, just like in WebOS you swipe the card up and off the screen to close the app.

Short answer, no. All that did before was remove it from multi task menu, not close it down. The way iOS works is that once an app is not in the forground and is left and then pushed to the background, it has to suspend. The exception is media apps but those you are probably listening to anyway. Honestly, if closing those out as you do had any real consequence, you'd lose the ability to get calls or messages. There is no benefit to pro actively closing down apps. IOS is smarter than the user. It knows what to do.
